Barter Ads
A Barter ("Or Best Offer") Ad is an ad with a Purchase Now price where the seller is willing to accept offers from buyers. An offer can be for a lower price, to trade for merchandise, or a combination of of these.  The seller can choose whichever offer they want to accept or they can refuse all the offers.  

Sellers must sell the item for the Purchase Now price if a buyer chooses that option (which immediately closes the ad).
Buyers who submit offers must wait for the seller to decide, which is usually after the ad closes to allow the maximum time for offers to be submitted.
